Background
In ITS the safety and fluency of transports is increased by utilising new
technologies in a cost-effective manner. This requires that the clients and
service providers have access to real-time dependable data at the right time,
right place and produced in the right manner. The development of ITS is based
on a broad utilisation of data in the different functions of transport and
logistics. The information and communication technologies are the most vital
tools of the data utilisation.
Although the technological basic elements of positioning based intelligent
transport services already mainly exist (such as satellite positioning,
digital maps and mobile equipment) the large-scale implementation of the
services has not been realised with the exception of navigation. The greatest
challenges are the lack of functional business models and the unclear roles
and responsibilities of the different actors in the service value network.
There is a need for open business and implementation solutions on which to
base large-scale and profitable global business.
The most promising applications are the traffic safety increasing eCall and
eCall+ (commercial emergency and safety services) and intelligent road tolls.
The PASTORI project concentrates specially on these service applications. The
document ”Action Plan for the Deployment of Intelligent Transport Systems in
Europe” published in December 2008 by the European Commission also includes
the important elements of PASTORI, i.e. eCall, electronic tolling and open
platform.
Objectives and scope
The goal of the project entity is to develop transport service business and
implementation models based on positioning and new technologies which
especially support the widespread global implementation of services that
increase traffic safety and decrease environmental hazards, and that promote
profitable business.
The project entity will be implemented in 2009-10 as two closely connected
parallel projects:

The goal of the research project PASTORI lead by VTT is to produce the general
business models of positional transport services based on new technologies,
the open general functional architecture and functional requirements
especially for the technical implementation specifications of services which
increase traffic safety and decrease environmental hazards.
The results from phase 1 will be utilised in the business pilot continuing the
project entity. The goal of the parallel project SUNTIO business pilot is to
produce the technical specifications of the case services and the business and
implementation solutions for piloting (testing and development of the
functionality of the solutions).

Utilisation of results
Results from the research project will be utilised especially in the following
areas:

The development of the business models, service concepts and implementation
solutions of position based transport services.

The generation of public sector and added value service packages and creation
of business opportunities.

The implementation and integration of top projects in the Metropolitan area.

The decision making and acquisition processes of position based services.

The directing of international business and promotion of the export of
comprehensive service solutions.

International research co-operation and development of service business
methods and technologies.
-
Support for transport policy implementation, for example national
implementation of the EU ITS Action Plan and Climate Policy Programme for the
Ministry of Transport and Communications’ administrative sector.
