Vulnerability assessment and continuity management

In today's changing threat and risk environment, companies and communities are facing new vulnerabilities for which they need to be prepared. Since events like large European electricity blackouts, floods, the global economic crisis, and other developments including global warming and increasing terrorism, they have realised a need to better ensure the availability of their critical functions, technical infrastructures and networks in all conditions. Survival and sustainability demands systematic assessment of possible vulnerabilities, continuity evaluations and capability building for abnormal as well as normal conditions.

VTT uses a proactive, multi-disciplinary approach for assessing vulnerabilities and assuring continuity of functions in all conditions. The approach demands a good understanding of the characteristics and circumstances of a community, system or asset that make it susceptible to, and unable to cope with, the adverse and even irreversible physical, social, economic, and environmental effects of a hazard. The aim is to restore the normal conditions and return to "business as usual" in the shortest possible time, as well as to minimise any irreversible effects by developing the adaptive capacity in unpredictable conditions.

VTT's vulnerability research and consultation focus is currently on:

  • companies' vulnerabilities and continuity assurance
  • complex infrastructures and related services
  • extreme weather conditions

The evolving threat and risk environment makes companies and communities vulnerable to unexpected hazards.
